During the supervision process, the following were verified: 1422 civil service positions, where 376 positions or 26% belong to independent institutions; 632 positions or 45% belong to the state administration and 414 positions they occupy 29% of the verified positions belong to local government institutions.

Of the 1422 civil service positions monitored, 219 positions or about 15% of the total number are vacant; 1173 positions or about 83% are filled in accordance with the law and 30 positions or about 2% are filled by employees appointed by acts contrary to the law.

Total number of final court decisions for the period Janar-Dhjetor 2023, for local self-government units it is 108 cases, of which they have only been able to execute 13  decisions or 12% of cases, while they are still unexecuted 95 decisions or 88% of cases, for whom registration on the waiting list of successful court clerks has been completed.

For 95 final court decisions that have not been executed, it has been established that civil servants who are on the waiting list belong to the following categories:

• 60 civil servants are in executive category;
• 19 civil servants are in lower management category;  
• 16 civil servants in the category of middle category.

This situation is graphically presented as follows:

Included in this process are: 205 institutions, according to this typology:

• 112 State administration institutions:
• 73 Local Government Units (LGUs):
• 20 independent institutions

According to statistics processed by the Commissioner's Secretariat, it appears that the supervision included: 13415 civil servants, who were monitored on average 3 times a day for 18 days from April 14 - May 12, 2023, (April 17, April 21 and May 1 were official holidays).

1. Rastet e mosprezencës në punë, të justifikuara

Bazuar në analizën e të dhënave të konstatuara rezulton se janë raportuar gjithsej 4962 mungesa të justifikuara, për 13425 nëpunës civilë të monitoruar për çdo ditë të fushatës, nga të cilat, sipas llojit të justifikimit të paraqitur nga subjektet në këtë rast, situata paraqitet e tillë:

• Në 624 raste, mungesat janë për arsye të lejeve vjetore;
• Në 687 raste, mungesat janë të justifikuara me raporte mjekësore;
• Në 286 raste, mungesat janë të justifikuara për shkak të lejes së lindjes;
• Në 1727 raste, mungesat janë të kushtëzuara nga natyra e punës, të justifikuara me autorizimin për shërbime brenda dhe jashtë vendit;
• Në 573 raste, mungesat janë për shkak të përfshirjes së punonjësve në trajnime profesionale brenda vendit;
• Në 22 raste, mungesat janë për shkak të përfshirjes së punonjësve në trajnime profesionale jashtë vendit;
• Në 1015 raste, mungesat janë konstatuar të pjesshme gjatë ditës, për arsye pune dhe arsye personale jashtë institucionit, të justifikuara nga eprori, sipas natyrës së punës;
• 5 mungesa, leje pa të drejtë page.
• Në 4 raste, mungesat janë konstatuar për arsye pushimi për shërbim 24 orë.
• Në 19 raste, mungesat janë për shkak të punës me grafik.

Procesi i ndjekjes së zbatimit të vendimeve paralajmëruese të Komisionerit është përmbyllur për 39 decisions or 83% të tyre (të cilat i përkasin 2 ministrive, 23 institucioneve të varësisë së administratës shtetërore, 9 njësive të qeverisjes vendore: 8 bashki dhe 1 këshill qarku, dhe 5 institucioneve të pavarura), ndërsa 8 vendime të tjera ose 17% e tyre (të cilat i përkasin 8 minstrive dhe 1 bashkie) vijojnë të jenë në proces verifikimi.
