Mrs. Lefterije Lleshi (Luzi)

COMMISSIONER

Ms. Lefterije Lleshi (Luzi) was born in Librazhd, on April 11, 1970, and is the mother of two sons. Since December 2025, she has been elected by the Albanian Parliament as Commissioner for the Supervision of the Civil Service, for a 5-year mandate. Ms. Lleshi comes to this position with extensive experience in leadership and management of important institutions in Albania, as well as an extraordinary contribution to the public administration, the justice system and the academic life of the country.

In the years 2012-2016, Ms. Lefterije Lleshi (Luzi) served as the Chairperson of the Central Election Commission, elected by a majority vote by the Parliament of that time, becoming the first woman to lead the institution for the management and certification of elections in Albania.
From 2017 to December 2025, Ms. Lefterije Lleshi (Luzi) held the position of Director of Services of the Standing Parliamentary Committees in the Parliament of Albania.

In the years 2009-2012, Ms. Lleshi was a Member of the High Council of Justice, elected by the Albanian Parliament and previously held important positions in the Albanian Parliament and in several institutions of the country. Ms. Lefterije Lleshi (Luzi) has a long experience as a lecturer in several universities of the country. She has also organized and contributed, as a lecturer, to dozens of international conferences on electoral processes, the representation of women in politics and decision-making, Human Rights, lobbying, etc. For her contribution to leadership and management, Ms. Lefterije Lleshi (Luzi) has been honored with international awards and certificates of appreciation from several international institutions.

Ms. Lefterije Lleshi (Luzi) completed her higher education at the University of Tirana, Faculty of Law, in 1992. Ms. Lleshi earned the title of "Doctor of Science" at the University of Tirana, Faculty of Law, in 2022. Ms. Lleshi also completed her postgraduate qualification, "Advanced Marketing", at the Faculty of Economics, University of Tirana, in 2009.

Ms. Lleshi is also qualified in International Relations and Diplomacy, and has earned the titles; "Lawyer" and "Mediator".
