During the supervision process, the following were verified: 1422 civil service positions, where 376 positions or 26% belong to independent institutions; 632 positions or 45% belong to the state administration and 414 positions they occupy 29% të pozicioneve të verifikuara, i përkasin institucioneve të qeverisjes vendore.

Of the 1422 civil service positions monitored, 219 positions or about 15% of the total number are vacant; 1173 positions or about 83% are filled in accordance with the law and 30 positions or about 2% are filled by employees appointed by acts contrary to the law.

Total number of final court decisions for the period Janar-Dhjetor 2023, for local self-government units it is 108 cases, of which they have only been able to execute 13 decisions or 12% of cases, while they are still unexecuted 95 decisions or 88% of cases, for whom registration on the waiting list of successful court clerks has been completed.
For 95 final court decisions that have not been executed, it has been established that civil servants who are on the waiting list belong to the following categories:
- 60 civil servants are in executive category;
- 19 civil servants are in lower management category;
- 16 civil servants in the category of middle category.

According to statistics processed by the Commissioner's Secretariat, it appears that the supervision included: 13415 civil servants, who were monitored on average 3 times a day for 18 days from April 14 - May 12, 2023, (April 17, April 21 and May 1 were official holidays).

- Cases of excused absence from work
Based on the analysis of the data found, it results that a total of 4962 excused absences, for 13425 civil servants monitored for each day of the campaign, of which, according to the type of justification presented by the subjects in this case, the situation appears as follows:
- In 624 cases, absences are due to annual leave;
- In 687 cases, absences are justified by medical reports;
- In 286 cases, absences are justified due to maternity leave;
- In 1727 cases, absences are conditioned by the nature of the work, justified by authorization for services within and outside the country;
- In 573 In some cases, absences are due to employees' involvement in professional training within the country;
- In 22 In some cases, absences are due to employees' involvement in professional training abroad;
- In 1015 cases, absences were found to be partial during the day, for work reasons and personal reasons outside the institution, justified by the superior, according to the nature of the work;
- 5 absence, leave without pay.
- In 4 In some cases, absences were found to be due to absences for 24-hour service.
- In 19 In some cases, absences are due to work schedules.

The process of following up on the implementation of the Commissioner's warning decisions has been concluded for 39 decisions or 83% të tyre (which belong to 2 ministries, 23 institutions subordinate to the state administration, 9 local government units: 8 municipalities and 1 district council, and 5 independent institutions), while 8 other decisions or 17% of them (which belong to 8 ministries and 1 municipality) are still in the verification process.
