COMMISSIONER FOR CIVIL SERVICE SUPERVISION

The Commissioner for Supervision of the Civil Service is a public, independent legal entity responsible for supervising the legality of the administration of the civil service in the Republic of Albania.

The institution was established by Law No. 152/2013 “On Civil Servants”, as amended, and exercises its powers in accordance with this law, the sub-legal acts implementing it, as well as the Code of Administrative Procedures.

The Commissioner oversees the implementation of civil service legislation in all institutions that fall within the scope of the civil service law, both on his own initiative and on the basis of requests or information submitted.

MISSION

The Commissioner's mission is to guarantee the fair and uniform implementation of Law No. 152/2013 "On Civil Servants", as amended, throughout the entire civil service administration process.

Through the exercise of its powers, the institution aims to ensure the stability of the civil service relationship, protect civil servants from illegal actions, and strengthen professionalism in public administration.

VISION

The Commissioner's vision is to build a sustainable, professional, merit-based public administration with moral integrity and political impartiality.

The administration of the civil service should be guided by the principles of equal opportunities, non-discrimination and transparency.

The Institution of the Commissioner for the Supervision of the Civil Service is headed by Ms. Lefterije Lleshi (Luzi), elected by the Assembly of the Republic of Albania, Commissioner for the Supervision of the Civil Service, with Decision No. 103/2025, dated 04.12.2025.
